Cartagena sits on the Caribbean coast and stays hot year round, generally in the high 20s to low 30s Celsius, which is roughly the low 80s to low 90s Fahrenheit. You are not choosing between warm and cold. You are choosing between dry and wet, and between busy and calm.
The dry season runs roughly from December through April. Less rain, steadier seas, and the best conditions for island trips. It is also the busiest window, especially around the December holidays and Easter week, when the city fills and boats book out early.
The rainy season runs roughly from May through November, with the heaviest rain typically toward September to November. Rain here usually arrives as an afternoon downpour rather than an all day grey, and it often passes quickly. Seas can be choppier, which matters more for the longer runs to the Rosario Islands than for a short crossing to Tierra Bomba.
